The head of the Shengavit district has been reappointed as the director of a kindergarten known for its scandalous abuses.

The Anti-Corruption Committee has not yet announced Ruzanna Danielyan’s status in this case.

We previously reported that an investigation conducted by Shengavit district officials in June-July 2024 uncovered egregious violations at the kindergarten: numerous fictitious positions, cases of bribery, theft of wages and food intended for children. Boxes containing poultry, butter, fat, jam, and other food products were discovered in the kindergarten’s basement, which were periodically retrieved by the director. To avoid possible criminal liability, Ruzanna Danielyan and the director submitted their resignations and were suspended from their jobs. District administration officials then assured parents that they would conduct a full investigation into the incident and hold those responsible, particularly the director, accountable. However, not only were the identified abuses not legally assessed, and the cases of baby food theft not investigated, but Ruzanna Danielyan also managed to challenge the legality of her dismissal in civil court and restore her “violated” labor rights. The court upheld the former school principal’s claim in the civil case, taking into account that three days after submitting her resignation, she appealed to the head of the administrative district, Razmik Mkrtchyan, to withdraw her resignation. However, the head of the district did not consider this request and dismissed her based on Danielyan’s initial resignation.

Concerned about the return of the director of Kindergarten No. 143 in the Shengavit administrative district, parents and staff organized a petition drive and on October 27 submitted a complaint to Anna Vardapetyan, the Prosecutor General’s Office, reporting abuses that occurred during the tenure of acting director Ruzanna Danielyan, egregious violations recorded at the kindergarten, and calling for the relevant officials in the Shengavit administrative district to be held accountable for failing to promptly and properly report the egregious violations recorded at the kindergarten to law enforcement agencies, as well as for the unprofessional handling of Ruzanna Danielyan’s dismissal.

On the same day, staff and parents also appealed to Prime Minister of the Republic of Armenia Nikol Pashinyan, Yerevan Mayor Tigran Avinyan, and human rights activist Anahit Manasyan. Around 30 employees of Yerevan’s Kindergarten No. 143, which educates approximately 270 children, and over 200 parents joined the petition, declaring their opposition to R.’s dismissal following such scandalous revelations. Danielyan will return to his previous position.
