Amendments and additions to the laws "On compensation for damages caused to the life or health of servicemen during the defense of the Republic of Armenia" and "On comprehensive health insurance" were approved. It is proposed to expand the scope of the law and establish that the damage caused to the life or health of a serviceman as a result of combat operations in the period from January 1, 1998 to December 31, 2007 is considered a case subject to compensation, if the documents in the serviceman's personal file testify to this. In the absence of documents, the fact of damage to the life or health of a serviceman as a result of combat operations is confirmed by the conclusion of the interdepartmental commission or by court order. It is determined that the damage caused to the life or health of a serviceman as a result of combat operations that took place between January 1, 2008 and December 31, 2016 is also considered a case subject to compensation. It is planned that no one-time payment will be made for the incidents that occurred in 1998-2016. instead, equal monthly amounts will be paid over a period of 20 years, at rates determined for events occurring after January 1, 2017. The order of equal monthly payments for the cases of 1998-2016, as well as the grounds and terms for suspending the payment of compensation amounts are also regulated. RA Minister of Labor and Social Affairs Arsen Torosyan clarified that 389 people are potential beneficiaries of the program. According to him, there will be no reduction in compensation amounts, moreover, in some cases, the provided funds may even increase.
