Armenian prisoners held in Baku are deprived of the ability to send and receive letters, which is again an inherent guarantee for criminals in the case of being kept in closed institutions. Siranush Sahakyan, representative of the interests of Armenian prisoners at the ECHR, announced this today, October 16, during the "Freedom, Justice and Recounting" international conference. "As you know, Ms. Zonabend started an initiative where people who intend to send letters to prisoners could send those letters to certain addresses, they were collected, sent to the Armenian government, the governor... In order to deliver our prisoners held in Azerbaijan, because families, relatives, friends are deprived of the opportunity to send a letter directly to that penitentiary institution or through the Ministry of Human Rights. Here again we had contradictory information, the government mentioned that they can directly address the letters to Azerbaijan through "Haypost". I should mention that we have always done such tests for many years and we are doing them now, we have evidence that "Haypost" refuses to send any letter related to communication from Armenia to Azerbaijan. There was also the official clarification of HayPost. These are proofs that prove that the freedom of correspondence is also limited and there is isolation of an exceptional nature," he said. Referring to the lawyers of the Armenian prisoners, Siranush Sahakyan noted that they are exclusively Azerbaijani lawyers. "We see innovative approaches again, the Azerbaijani public defender of Ruben Vardanyan has been denied the opportunity to enter the last few times. In fact, state-appointed lawyers funded by the state of Azerbaijan are also unable to enter and provide certain legal support according to the logic of domestic procedures." He informed that Ruben Vardanyan did not appeal the judicial act, according to the Azerbaijani legislation, it is final and has come into force. "In the case of 15, a complaint was submitted to the Supreme Court, when submitting the complaint, again the public defenders did not have the court act of the appellate court. We have communicated with the public defenders and we have written confirmation that the complaints were filed abstractly on the basis of the documents, because the Azerbaijani authorities did not issue the judicial acts themselves, and the appointed public... to the defenders. It is clear that without a verdict it is not possible to make an effective appeal, but being deprived of the opportunity to receive it, there was a formal appeal. We don't have any expectations," he said.
