Analysis of the Declaration of the Republic of Armenia by Eduard Sharmazanov

This is the actual declaration of the Republic of Armenia, published by the Armenian National Council on May 30, 1918 in Tiflis.
ANNOUNCEMENT
In view of the new situation created by the collapse of the political unity of Transcaucasia and the proclamation of independence of Georgia and Azerbaijan, the Armenian National Council declares itself the supreme and sole authority of the Armenian provinces. For a number of compelling reasons, postponing the formation of the Armenian national government until the near future, the National Council temporarily assumes all governmental functions in order to exercise political and administrative leadership of the Armenian provinces.
