Brother of Former RA Prime Minister Hovik Abrahamyan Charged

On December 24, 2024, the State Revenue Committee reported that authorized persons of the LLC engaged in fish farming in the Ararat region, owned by the brother of former Prime Minister O.A. (Hovik Abrahamyan), evaded taxes in especially large amounts.

The prosecutor’s office reported that on December 25, 2024, the Investigative Committee did not initiate a criminal case on this fact.

The supervising prosecutor did not confirm the legality of the refusal to initiate a criminal case. The prosecutor ordered to initiate a criminal case under Article 290 of the Criminal Code (non-payment of taxes, duties or other payments) and to begin a preliminary investigation.

During the preliminary investigation, the body conducting the case filed motions with the court to conduct searches in a number of places, which were rejected by the court. The prosecutor filed appeals against these judicial acts, which were satisfied.

As a result of the conducted procedural actions, data was obtained that the actual head of the enterprise engaged in fish farming in the Ararat region, G.A., in collusion with the director of the same enterprise G.M. and the chief accountant M.G. concealed the object of taxation of the enterprise and included distorted data in tax calculations in order to evade paying 143,827,827 drams in taxes to the state budget.

On July 29, 2025, at the request of the investigator, the prosecutor initiated a criminal case against G.A. (Genrikh Abramyan), G.M. and M.G. under paragraphs 1 and 2 of Part 3 of Article 290 of the Criminal Code.

After the above-mentioned decisions were made, G.A., G.M. and M.G. were charged. As a result, damages in the amount of 75,000,000 drams caused to the state were compensated. The preliminary investigation is ongoing.
