The International Monetary Fund and our estimates show that Ukraine’s needs in 2026 and 2027 amount to approximately €137 billion, stated European Commission President Ursula von der Leyen.
“Europe must cover two-thirds, or €90 billion. And it’s not just about numbers. It’s about strengthening Ukraine’s capacity to secure a real peace that is fair, sustainable, and protects Ukraine and, therefore, Europe. It’s also about increasing Russia’s military spending. That’s why I’ve proposed two different options for the upcoming European Council meeting: one based on assets, the other on EU loans. And we need to decide which direction we want to take, which path we want to take,” said Ursula von der Leyen.
