Conscripts in Moscow are now barred from leaving the country

Moscow military registration and enlistment offices are sending out SMS notifications to conscripts about restrictions for failure to appear when summoned, The Moscow Times reports.

The restrictions include a ban on leaving Russia, as well as a ban on disposing of real estate, registering as a self-employed person or individual entrepreneur, obtaining a passport, taking out loans, and registering vehicles.

Those who receive the notifications are threatened with criminal liability and asked to urgently appear at the assembly point.

Information about the notifications appeared on Z-channels. Several cases were confirmed to Important Stories by Artem Klyga, a lawyer for the Movement of Conscientious Objectors.

Amendments to the law “On Military Duty and Military Service”, adopted in the spring of 2023, introduced measures to ensure appearance when summoned, including a ban on leaving the country immediately after the summons is posted in the register.

It was planned that from November, the FSB would begin to prohibit Russians who received an electronic summons to the military registration and enlistment office from leaving the country. The autumn 2024 conscription started on October 1.
