The International Organization of Christian Solidarity (CSI) completely rejects the RA government's report on the crisis created around the Armenian Apostolic Holy Church and the ways of its settlement. CSI has studied the report and rejects it in its entirety. In the organization's assessment, the report's authority, methodology and underlying motivations seriously undermine the credibility of its conclusions. The organization also declares that the report contradicts the established principle of Church autonomy, which is guaranteed both by Armenian and international law. According to CSI, contrary to what is presented in the report, the crisis created around the Church is the result of the government's actions. The organization views the publication of the report as part of an ongoing, state-sponsored campaign against the Armenian Apostolic Holy Church. The organization claims that Prime Minister Nikol Pashinyan seeks to remove Catholicos of All Armenians Garegin II and to subject the Church to state control. According to CSI, this goal is also reflected in the pre-election program of the ruling party and the program of the government. The organization also points to arrests of high-ranking clergy, criminal cases against the Catholicos and six bishops, and government-backed attempts to split the Church. CSI emphasizes that the report was not prepared as a result of an independent investigation or an impartial judicial process. According to the organization, it was compiled on the instructions of the Prime Minister, by his press service. According to CSI, the report mainly used "open sources" - news sites, YouTube videos and Facebook posts, including the Prime Minister's own posts. The organization claims that primary evidence in the report is almost non-existent, and a number of claims are based on unconfirmed information, speculation or hearsay. The organization also disputes the report's claims that the Catholicos is involved in politics. CSI believes that the activity of the Church is related to the preservation of the spiritual life and national identity of the Armenian people, which is recognized by the Constitution of Armenia. The organization also mentions the war of 2020 and the forced deportation of Armenians from Nagorno-Karabakh in 2023 as the context in which the Church took the position of defending the people. CSI emphasizes that the Armenian Apostolic Holy Church, although it is a national church, is an autonomous and self-governing structure. According to the organization, the state does not have the authority to remove or replace the Catholicos, because that process is regulated according to the canonical law of the Church. CSI calls on the Armenian government to withdraw the report, abandon the plan to remove the Catholicos and respect the autonomy of the Armenian Apostolic Holy Church. The organization also calls on Armenia's international partners, including the United States, the European Union and the Council of Europe, to remind the Armenian authorities of their obligations in the field of human rights and to demand to interfere in the internal affairs of the Church.
