The authorities of Armenia did not allow Artsakh non-governmental organizations to present their own pavilion in the green zone of the COP17 summit. On October 29, during a discussion dedicated to the problems of Artsakh residents, Artak Beglaryan, former minister of state and former ombudsman of Artsakh, chairman of the "Union of Artsakh" NGO, stated that the NGOs applied and were rejected, and without any justification. Beglaryan explains this with the policy adopted by the Armenian authorities, which leads to the denial of Artsakh and the legitimization of Azerbaijan's crimes. He reminded that the COP is a well-known UN conference on biodiversity issues, which, being itself a subject of international law, serves as a platform for discussing issues that concern humanity. Since peoples are also part of biodiversity, their rights are also discussed in this context. Therefore, within the framework of the forum, the NGOs planned to raise the issue of restoring the rights of the Artsakh people and present the genocidal act of Azerbaijan against the natural and cultural environment of Artsakh during the occupation. that. According to Beglaryan, international organizations and other states always refer to the decisions of the Armenian authorities. "No matter how much we have raised the issue of the right to return and preservation of heritage, we are always pointed to the position of the Armenian authorities," he noted, adding that in order to achieve a certain result, the civil society itself It hurts to be a claimant, but until the state of Armenia does not stand in the position of protecting the rights of the people of Artsakh, there will not be any significant results. Nevertheless, the people of Artsakh do not give up their intention to apply to international courts. More than 600 complaints have already been submitted to the European Court of Human Rights (ECHR) on behalf of 1,300 Artsakh citizens, and several hundred more are planned to be sent by the end of the year. "For our return and restoration of property rights, it is necessary to apply the tools of the ECHR. It is planned to apply to the UN Human Rights Committee as well. They will be precedent decisions for all Artsakh citizens. This is an important diplomatic tool," Beglaryan noted.
