At the September 30 session of the Standing Committee on Economic Affairs of the National Assembly, the controversial legislative package providing for changes in the "Electronic Communications" Law and related laws was removed from the agenda. The chairman of the commission, deputy of the "Civil Agreement" faction, Babken Tunyan, said that the discussion of the project is postponed for two months. "We had preliminary discussions with experts in the field and came to the conclusion that there are issues that need additional clarification regarding this initiative. We promised that after finalizing the project, we will properly agree with them and only after that we will discuss it in the committee. We accept that there are provisions in the document that need to be corrected," Tunyan explained. The chairman of the commission noted that the regulations proposed by the draft have been discussed for quite a long time, about 2-3 years. According to the deputy, in addition to the fight against shadow trade, this project will also solve the issue of security. "An attempt is made to protect subscribers from phones that are stolen or used, but presented as new. There is no hidden trend in project delays. Everything that affects the lives of many people should be discussed in detail and as publicly as possible," added the representative of the ruling power. Davit Tadevosyan, Minister of High-tech Industry and Artificial Intelligence present at the session, in his turn noted that in order to solve fiscal problems, it is necessary to include in the project the most applicable, measurable and technically clearly formulated Concepts. Earlier, the RA government approved the project of introducing a unified system of international identification codes (IMEI) for mobile phones. Accordingly, the new settings will not apply to phones that are already connected to the networks of mobile operators. According to the plans of the government, the decision should enter into force on January 1, 2027. Meanwhile, according to Tigran Abrahamyan, the secretary of the opposition "Strong Armenia" faction, the goal of the presented legislative initiative is to obtain personal data of citizens. "In the future, this may provide an opportunity to use these data against the rights and freedoms of this or that citizen," the opposition MP emphasized, adding that the advisability of adopting such a law is under serious discussion. It has, especially since the European experience shows that there is no mandatory requirement to implement the IMEI system.
