The new system for evaluating insecurity is based on other factors, not the health factor, the presence of disability, of course, is considered a factor and is calculated with a special coefficient, but this system has a different logic: income and need. This was announced by Minister of Labor and Welfare Arsen Torosyan during a briefing after the government session today, October 1, referring to the fact that many citizens are complaining that their benefits have been cut. "We have a calculation based on that formula, I can't even determine it with some mechanism, whether the given family will be in the new system or not. "Yes, we will have families that did not receive benefits before, will receive them now, and vice versa, families that received benefits and will not receive them now," he said. Regarding the observation that previously a citizen received a minimum pension of 46 thousand drams and an allowance of 20 thousand drams, and from January 1 the pension will increase by 1000 drams, as a result of which he will be deprived of the allowance, Torosyan said. "Let's first say that the minimum pension was 36,000 drams, which became 46,000 drams from April 1, and there is also a possibility to receive a refund of 10,000 drams. In other words, even if we compare purely mathematically, then nothing has changed, there were 20,000 stitches and another 20,000 were added. But there is also the health insurance component, which is a significant part of the costs of our citizens, especially our senior citizens. The formula for calculating the allowance is, if you have a family, the family's income must be somehow comparable to the current food basket, which we update regularly. There are exclusion factors, the presence of which is the case And it is not even evaluated: property tax, car availability, credit obligations, which are not very old. This program has been piloted for more than a year in Syunik and Kotayk marzes, yes, there are citizens who are dissatisfied, but our offer to our citizens is work. There are many of our citizens who are of working age, but they say: why did you cut our allowance? We say that the "beacon" system, which has been in place for more than 30 years, has simply induced our citizens not to work because there is a beacon, which is actually very little money. Now we think that the time has come to work," the minister announced.
