Lilit Galstyan, the chairman of the National Human Rights Committee, has expressed his willingness to personally travel to Baku. "Ahead of the autumn session of the OSCE PA, I have written an URGENT HUMANITARIAN APPLICATION to the OSCE PA with the request to organize a humanitarian visit to Baku. The mission is fully in line with the OSCE PA's protective principles of promoting peace cooperation, aimed at peaceful settlement of conflicts, and protecting the condition and rights of prisoners of war and other detained persons. Dear Sirs, I am addressing you as a member of the RA delegation to the OSCE PA and the chairman of the RA NA Standing Committee on Human Rights Protection and Public Affairs with an urgent humanitarian appeal. Trials of Armenian prisoners of war and other detained persons of Armenian nationality have been taking place behind closed doors in Azerbaijan for the third year already. Their families are deprived of the opportunity to visit their relatives. The fragmentary information received through the European Court of Human Rights, as well as the phone conversations with the families, raise serious concerns about the physical and psychological well-being of the Armenian hostages held in Azerbaijan. Regarding the state of affairs. During this entire period, no international humanitarian visits were allowed. For a year already, the visit of the International Committee of the Red Cross has been forbidden to the detained persons. During the entire period, no international observation body or third neutral party had the opportunity to visit the Armenian prisoners of war and hostages. This situation is directly related to the statutory obligations of the OSCE parliamentary structure aimed at protecting human rights, human dignity and humanitarian principles. In this regard, I would like to draw special attention to the 2025 OSCE Parliamentary Assembly. On the points 208 and 209 of the Porto Declaration, which call on the OSCE PA to develop the observation of cases of persons deprived of liberty and their framework for raising awareness, including through official visits to them and verification of their condition, as well as through efforts to protect their rights. Article 209 specifically calls for the protection of the rights of all persons affected by the conflict between Armenia and Azerbaijan and emphasizes the need for fair and humane treatment of prisoners of war and other detained persons. The violence is in accordance with the norms of international human rights and international humanitarian law. I believe that the humanitarian visit to Baku by the deputies of the OSCE Parliamentary Assembly can become a concrete and significant manifestation of these commitments. Accordingly, please support and facilitate the organization of such a visit in order to meet with Armenian detainees and assess their humanitarian and human rights situation. This mission is fully consistent with the OSCE principles encouraging peaceful cooperation and peaceful settlement of conflicts. I AM ALSO READY TO LEAVE BAKU IN PERSON AND ALONE. It is extremely important to emphasize that this is not a political initiative, but a humanitarian step, which can be considered an important and concrete step in the direction of confidence building and the real peace process.
