Criminal Case Opened for Acquisition of Ajapnyak Metro Station Project

A criminal case has been opened in connection with a possible crime committed during the commissioning and acquisition of the Ajapnyak metro station project. The investigation, conducted by the Investigative Committee, is under charges of official negligence (Part 1 of Article 446 of the Criminal Code).

We previously reported that Tigran Mushegyan, head of the Transport and Metro Programs Department of the Yerevan Municipality’s Investment Programs Implementation Department, discovered that the metro project documentation was incomplete and that the company implementing the project had been overpaid. Subsequently, amendments were made to the purchase and sale agreement: the scope of work was reduced, and the price of 1.8 billion drams was not reduced. As a result, the Yerevan community suffered multi-million dollar losses. The official contacted law enforcement agencies, after which, at the direction of the prosecutor’s office, the Criminal Police launched an investigation into the municipality’s Investment Program Implementation Department.

Back in November 2025, a written request was sent to the municipality asking for information on the procurement process for the Ajapnyak station project, but we never received a response.
It turns out that the Yerevan Municipality is the only institution for which it is not possible to track the progress of written requests through the unified platform on the e-request.am website. Instead, information on the status of the letter’s review should be found in the “One-Stop Shop” section of the Yerevan Municipality’s official website.
