President of the Republic of Armenia Vahagn Khachaturyan signed a package of laws amending and supplementing the Labor Code of the Republic of Armenia and amending the Law “On Amending and Supplementing the Labor Code of the Republic of Armenia.”
Accordingly:
– the requirement to conclude, amend, and terminate employment contracts exclusively through the digital system has been postponed until July 1, 2027 (prior to the amendments, this requirement was scheduled for January 1, 2026);
– until July 1, 2027, concluding contracts through the digital system will be voluntary, and contracts, agreements, and orders concluded through the system will be legally binding. A transitional regulation has also been established, according to which amendments extending the validity of employment relationships that arose after January 1, 2026, will also apply to 2026:
– the mandatory deadline for entering existing employment contracts into the digital system, which runs from December 31, 2026, has also been extended until June 30, 2028;
the establishment, modification, and termination of employment relationships with individuals located outside the Republic of Armenia (the work will be performed elsewhere outside the Republic of Armenia) will not be carried out through the digital system;
Separate regulations have been established for foreigners, refugees, and asylum seekers in the Republic of Armenia, according to which, after July 1, 2027, employment contracts will also be concluded in paper form, provided that contracts concluded within three months of receiving a document confirming legal residence in the Republic of Armenia are entered into the digital system in accordance with the procedure established by law.
