The main problem for residents of Artsakh remains the issue of social assistance payments.
Residents of Artsakh say they are not receiving their due amounts due to minor technical issues.
Problems exist in virtually all assistance programs. “Social assistance programs have numerous minor issues, which is why the system rejects them, and we are forced to miss out on the money allocated to us. We were cut off from our land, from our home, we left everything we had and didn’t have, and now we should be given pennies with which we could solve at least a small problem, but we are not getting even that,” one Artsakh resident told us in an interview.
According to him, one of the problems is that the system may not recognize the document, and the person is automatically denied payment.
Regarding the issue, Nver Kostanyan, press secretary for the Minister of Labor and Social Affairs, noted: “If there is a list of documents required to complete the applications, then they must be submitted.”
Kostnyan insists there is no problem; the documents must be submitted in the prescribed manner, and if the ministry rejects the application, the reason will be stated in the document.
