The activities of Varos Simonyan, Minister of the Eurasian Economic Commission (EEC), in the field of product certification may become the subject of a criminal investigation. On October 9, a source close to the activities of the EEC informed "Izvestia" about this. Simonyan was sent to commission from Armenia. In 2019-2021, he held the position of Deputy Minister of Economy of the Republic and, according to the interlocutor of the periodical, coordinated the work of the National Accreditation Body of Armenia (ARMNAB). The source noted that even during that period, a system of issuing product certificates could be formed in the republic without conducting the necessary inspections. According to him, already after passing the EEC, Simonyan could also influence the timing of the introduction of the EAEU integrated information system, which, among other things, allows to track the up-to-dateness of product quality documents. "Besides, being the minister of the European Union, Simonyan opposes the de-accreditation of laboratories exposed in fraud, despite thousands of false certificates issued. All this can become the subject of a serious, including criminal, investigation against the EEC minister and a basis for depriving him of his immunity", - believes the source close to the activities of "Izvestia". The interlocutor of the newspaper noted that in accordance with the Treaty on the Eurasian Economic Union, an official of the EAEU may be deprived of immunity if there are requirements related to professional activity that go beyond from the limits of his powers. According to the source, in this case, the criminal cases against the laboratories whose interests, in his opinion, could be advanced by Simonyan, can become the basis of the inspection. AVG Legal's managing partner, attorney Alexey Gavryshev explained to "Izvestia" that the basis of a criminal investigation may be evidence that decisions were made knowingly in the interests of certain commercial structures. In particular, it may refer to the creation of intermediary schemes, blocking of control mechanisms or receiving remuneration. The lawyer added that the EEC minister has immunity from criminal prosecution. If there is evidence of a possible connection to the crime, it can be removed by the decision of the Eurasian Higher Economic Council.
