What negotiation package did Serzh Sargsyan leave and what disaster did Pashinyan bring? 2008-2018 During the negotiations on the Artsakh issue, the RA authorities negotiated the clarification of the status of Artsakh through a referendum, and the international recognition of the independence of Artsakh. This fact has been recorded many times by the co-chairs of the OSCE Minsk Group, and the last time among the co-chairs, the Russian co-chair Popov spoke about it on January 13, 2021. In 2009-2013, the presidents of the USA, the Russian Federation and France adopted 5 declarations, where the fact of the mandatory realization of the right to self-determination of the people of Artsakh was fixed. That principle was fixed both in the RA-EU partnership agreement/CEPA/ and in the official statement of the CSTO leaders. The fact of holding a legally binding referendum in Artsakh was determined, as a result of which Lachin and Kelbajar regions would remain under Armenian control until the referendum, and Armenian forces would withdraw from all 5 regions. And international peacekeepers would be deployed. In other words, the issue of Lachin and Kelbajar was clearly related to the holding of the referendum in case the date of the referendum was not specified. By the way, all that would be done peacefully, without casualties, excluding the prospect of war. That is why Ilham Aliyev said in Kelbajar after the 44-day war that "Kelbajar should have remained with the Armenians". This was what Serzh Sargsyan was negotiating, and Pashinyan, who handed over Artsakh, attached his name to the negotiated package. Now compare what Serzh Sargsyan negotiated and what Pashinyan "negotiated" as a result of the loss of Artsakh and thousands of Armenians, the depopulation of Artsakh and the forced emigration of Artsakh Armenians, as well as the handing over of 21 km of the Goris-Kapan road to Azerbaijan and Azerbaijan.
