The security guarantees that will be provided to Ukraine, agreed upon by European countries and the United States, will consist of two levels. NATO Secretary General Mark Rutte said this at a joint press conference with Ukrainian President Volodymyr Zelensky in Kyiv on August 22, eurointegration.com.ua reports.
He noted the importance of joint work by Ukraine, the United States and Europe on future security guarantees. According to him, there is currently an agreement on two levels of guarantees.

“The first level, in fact, will be the conclusion of some kind of peace agreement or ceasefire agreement, or a combination of both. Therefore, the first level will be aimed at ensuring the maximum strengthening of the Ukrainian armed forces so that they can withstand any difficulties,” the NATO Secretary General said.

The second level, according to Rutte, “is the guarantees that the United States and Europe will provide.”

“We are really working in this direction. And, as we all know, the Budapest Memorandum and the Minsk talks did not lead to real guarantees. And our new guarantees should not be like that,” he said. Rutte stressed that future guarantees should be at such a level that “Russian President Vladimir Putin, sitting in Moscow, would not even think about attacking Ukraine.”
