A video has been circulated on the Internet in which the mayor of Nor Nork and his subordinates commit hooligan acts against public figure Artur Chakhoyan. The irony from a legal point of view is that the law enforcement officers who arrived at the scene detained not the members of the hooligan group, but the victim. The “Initiative of Five Human Rights Activists” issued a statement on this matter.
The statement also says: “However, such behavior by the police officers is not strange, since the person who apparently directed their actions is a police officer who was brought to criminal responsibility a year ago for participating in the torture of a citizen, but remained unpunished.”
It is important to emphasize that the actions of the head of the district and his subordinates fully correspond to the elements of the crime of not only hooliganism, but also torture (“Intentional infliction of severe physical pain or severe moral suffering on a person by an official… for the purpose of punishing him for an act committed by that person…”. Article 450 of the Criminal Code of the Republic of Armenia).
“We hope that as a result of pressure from political and public structures, it will be possible to return law enforcement officers to the sphere of legality.”
It should be noted that this morning, employees of the district administration building, with the participation of the head of the district, beat Artur Chakhoyan. The police officers who arrived at the building detained only Chakhoyan. After the incident, Artur Chakhoyan had a black eye.
Recall that yesterday Artur Chakhoyan and member of the Mother Armenia faction of the Yerevan Council of Elders Mesrop Manukyan held an obscene protest outside the district administration building. According to them, this happened in response to the fact that the head of the district Tigran Ter-Margaryan scolded them on the phone.
Later, Tigran Ter-Margaryan noted that he did the right thing by swearing.
