The International Committee of the Red Cross (ICRC) is ending its activities in Azerbaijan

The Government of Azerbaijan has decided to close its delegation in Azerbaijan from 3 September 2025. This was reported by the Red Cross Representation in Armenia.

The ICRC, in accordance with its mandate and Azerbaijan’s obligations under the Geneva Conventions, will continue to cooperate with the Azerbaijani authorities in providing support to persons protected by international humanitarian law (IHL).

We intend to maintain a dialogue on humanitarian diplomacy, international humanitarian law and other humanitarian issues of mutual interest.

Since 1992, the ICRC has been responding to the urgent and vital needs of conflict-affected populations, providing psychosocial support to victims, implementing projects to improve vital infrastructure, and promoting mine awareness and safe behaviour in areas contaminated by ammunition.

The ICRC also supported the authorities in strengthening respect for international humanitarian law and clarifying the fate of persons unaccounted for in connection with the conflict. We also visited detainees to monitor their conditions of detention and treatment, and to facilitate contacts between detainees and their families. Our activities were carried out in close cooperation with the Azerbaijan Red Crescent Society, state bodies and agencies, and the International Federation of Red Cross and Red Crescent Societies.
