The Constitution of the Republic of Armenia defines the constitutional and legal process of expressing no confidence in the Government of the Republic of Armenia as a constructive vote of no confidence. The parliamentary form of government is characterized by the fact that the government bears political responsibility before the parliament for its policies and depends on the trust of the parliament in its creation and survival. Artak Zakaryan, a member of the Supreme Body of the Republican Party of Armenia, wrote about this on his Facebook page. “In order to ensure greater stability of the government, the Constitution of the Republic of Armenia provides for the resignation of the government for political reasons only through a constructive vote of no confidence, and the expression of no confidence in the current Prime Minister and the election of a new Prime Minister occur simultaneously, by a single resolution of the National Assembly.” Nikol, as Prime Minister, formed three governments during his seven years of disastrous and treacherous rule. The first government program he formed was approved by the National Assembly of the Republic of Armenia in 2018. On June 7, 62 votes in favor and 39 against. Only the Republican Party MPs voted against. This government has been in power for five months now, and during this time it has managed to split and sow hatred between different layers of the Armenian people, as well as take revenge on the political forces that supported its “revolution.” This government has not implemented a single provision of its program. Nikolay’s next government program was approved by the National Assembly in 2019. On February 14, with 83 votes in favor and 37 against. The MPs from the Bright Armenia and Prosperous Armenia parties voted against. This government lasted two years and 7 months and went down in the history of Armenia as a government that led to conspiracies, anti-national policies, wars and deliberate defeats, caused unjustified casualties of about 5,000 people and destroyed the domestic and foreign policy of the state. Not a single essential provision of its program has been implemented. To avoid mistrust and self-reproduction, the same government initiated early parliamentary elections. Despite all the warnings and expectations, the CP was re-elected. Even Aliyev was surprised.
The third government program, formed by Nikol, was approved by the National Assembly in 2021. On August 26, with 70 votes in favor, 0 against, and 0 abstentions. The Armenia and I Have the Honor factions did not participate in the vote. This government not only deceived and failed to implement its action plan, but also did the exact opposite. It completely surrendered Artsakh by recognizing it as part of Azerbaijan and did nothing to prevent ethnic cleansing and forced displacement in Artsakh. It allowed the occupation of Armenian territories, as well as the transfer of new territories to Azerbaijan under the guise of border demarcation.
It called into question the existence of the OSCE Minsk Group, retreated from the process of international recognition of the Armenian Genocide, lost resources of external support and trust, and put forward an agenda of false and failed peace and new capitulation, further jeopardizing the security and future of Armenia and its citizens. It does not have promising economic solutions and sufficient social guarantees. He questioned the Declaration of Independence, which is considered the fundamental document of the Constitution of the Republic of Armenia and the Armenian statehood. The state faced new challenges, threats and dead ends. This weakened the country’s defense capability and jeopardized the resources necessary for the normal life of citizens.
So, what is the meaning and purpose of 2026? Reproduction of Nikolai’s government in the next elections. This will be the period of maintaining the power of the Communist Party (including through a coalition), turning the country into a completely Turkish platform and eliminating the Armenian factor from the region.
I do not rule out 2026. The possibility of removing the current governors in the elections is still open, but at the moment it is extremely vague and unlikely. Nothing will prevent them from falsifying the election results, resorting to new repressions and taking on new anti-state and anti-national obligations from abroad in the name of maintaining power.
Therefore, there are all legal and political grounds for a constructive vote of no confidence in the government, and this can be an opportunity to consolidate society, unite all opposition political forces and protect the Republic of Armenia and all its citizens from future threats.
The issue of the candidacy of the Prime Minister is a necessity, and consultations around his person can and should be held, temporarily setting aside the ambitions and ideas of the opposition political forces. And this is just the beginning. There is still time to engage in this process, and we should support the initiators in every possible way, and not just express readiness to sign a neighborly agreement and consider the work done…
