The National Assembly did not include the Honor faction’s draft statement “On the National Crisis and Failure of Public Administration” on the agenda of the plenary sessions, after the Standing Committee on State and Legal Affairs issued a negative opinion.
Twenty-four deputies voted in favor of including the statement on the agenda of the National Assembly session, 48 voted against, and two abstained.
Introducing the draft statement, Hayk Mamijanyan, the leader of the Honor faction, noted that its goal is to impeach the government.
Mamijanyan recalled that the faction organized parliamentary hearings on the draft statement “On the National Crisis and Failure of Public Administration,” during which, according to the deputy, the opposition public was almost completely consolidated, both within parliament and outside parliament.
According to Mamijanyan, the events of recent days also demonstrate that the current government must be removed from power the day before it begins, and the only means of achieving this is impeachment.
He reported that six MPs had signed the form at the start of the impeachment procedure, and the number of signatures has now reached 34.
“Hovik Agazaryan and Hakob Aslanyan (ed. – independent MPs who left the ruling Civil Contract faction) will not hinder the process; discussions are ongoing,” the MP added.
Independent MP Hovik Agazaryan confirmed that he met with Hayk Mamijanyan.
“Yes, we met and said we will not hinder the process, we will not torpedo its discussion, but there are still issues we need to discuss. For now, we will abstain,” he noted.
Vladimir Vardanyan, Chairman of the National Assembly Standing Committee on State and Legal Affairs, emphasized that the document presented is political in nature and cannot have legal consequences.
“The statement contained contradictory opinions and cannot serve as grounds for a vote of no confidence in the government. According to the rules, such a process begins with the submission of relevant applications, not with a political statement.”
Armenia faction secretary Artsvik Minasyan stated that the faction fully supports the statement.
“The reasons set out in the document are sufficient to justify the need to send the government home,” he said.
Hayk Konjoryan, head of the ruling Civil Contract faction, stated that the faction will vote against the bill.
“We will vote against this stillborn project from the very beginning and against all similar stillborn attempts that may appear on the National Assembly agenda in various formats, through statements or other ploys,” he noted.
The National Assembly’s “I Have the Honor” faction initiated a motion of no confidence in Prime Minister Nikol Pashinyan in June 2025, nominating Masis Mayor Davit Hambardzumyan as its candidate for prime minister. Only six members of the “I Have the Honor” faction signed the motion, while 36 signatures are required to initiate impeachment proceedings against a prime minister in parliament. Meanwhile, independent MPs Hovik Agazaryan and Hakob Aslanyan also initiated impeachment proceedings against the prime minister, nominating Edmon Marukyan, chairman of the Bright Armenia party, as their candidate. They also failed to receive support from opposition MPs. It was only in late September 2025 that the “Armenia” faction announced its joining the impeachment proceedings initiated by the “I Have the Honor” faction, providing the signatures of 28 of its members.
