The OSCE has completed the closure of the Minsk Process and its related structures.

The OSCE completed the closure of the Minsk Process and the structures associated with it on 30 November 2025 at 23:59, in accordance with the decision of the Ministerial Council MC.DEC/1/25, adopted on 1 September 2025, following the submission of a joint statement by Armenia and Azerbaijan to the Finnish OSCE Chairmanship, the OSCE reported on its official website.

“The termination of all necessary administrative procedures marks the completion of the closure process. This process was initiated by the consensus decision of all 57 OSCE participating States on 1 September, based on the historic joint declaration signed by Prime Minister of Armenia Nikol Pashinyan and President of Azerbaijan Ilham Aliyev in Washington on 8 August 2025 in the presence of U.S. President Donald Trump,” the statement said.
