The OSCE has failed to resolve the Nagorno-Karabakh conflict, the Minsk Group has failed to create conditions for dialogue between the parties to the conflict. This was stated by Russian Foreign Minister Sergey Lavrov in an interview with rg.ru.

“And after the Western participants of the group (the US and France) refused to cooperate with Russia, it lost all meaning,” the head of the Russian Foreign Ministry emphasized.

The OSCE Minsk Group was created in 1992 to resolve the Nagorno-Karabakh conflict. The co-chairs of the group are Russia, the US and France. The group also includes Germany, Belarus, Italy, Turkey, Finland, Sweden, as well as Azerbaijan and Armenia.

The dissolution of the OSCE Minsk Group is one of two preconditions for Azerbaijan to sign a peace agreement with Armenia. Speaking in parliament in April, Prime Minister Nikol Pashinyan proposed signing a peace agreement and a declaration on the dissolution of the OSCE Minsk Group simultaneously.

The group’s activities have been effectively suspended since 2022, as the co-chairs have ceased interaction. The Russian Foreign Ministry previously stated that the Minsk Group co-chairs have ceased contact with the Russian side since February 2022.
