A trial is underway at the Baku Military Court on fabricated cases against Artsakh leaders. Azerbaijani media reports that Assistant Prosecutor General for Special Assignments Tugay Rahimli presented documents and evidence against former Artsakh Foreign Minister David Babayan. It is noted that “Davit Babayan joined the self-proclaimed group during the ongoing war of aggression by Armenia in 1998 and held various positions until 2023. This is confirmed by both his own testimony and documents examined during the trial.” The prosecutor’s office accused David Babayan of criminal acts allegedly committed between 1998 and 2023. It is noted that although Babayan did not directly participate in combat operations with weapons in hand, he allegedly “was directly involved in the formation and implementation of the criminal organization’s ideology, as well as in the policies of the self-proclaimed group. He was aware of the crimes committed in the interests of the criminal organization, but, despite his abilities, he took no measures to prevent these crimes. Thus, he indirectly participated in the commission of criminal acts that occurred during the specified period.” According to the Azerbaijani prosecution, in accordance with the precedent of the Nuremberg International Military Tribunal, “responsibility for unleashing an aggressive war lies not only with those who take up arms, but also with those who plan it, attempt to legitimize it, and present it to the international community.”
