Russia supports the joint decision of Azerbaijan and Armenia to dissolve the Minsk Group of the Organization for Security and Cooperation in Europe (OSCE), which was engaged in the settlement of the Karabakh conflict. This was reported to RBK by the Permanent Representative of Russia to the OSCE Alexander Lukashevich, specifying that the final termination of the group’s activities is planned for December 2025.

According to him, this concerns the termination of the activities of three institutions: the Minsk Group, the position of the personal representative of the OSCE Chairman-in-Office, and the High-Level Planning Group. “Considering the position of the parties on the inexpediency of their preservation, we see no reason to prevent their dissolution,” the diplomat said.

According to Alexander Lukashevich, the procedure for dissolving the Minsk Group is as follows: The OSCE Permanent Council (the main decision-making body for political consultations) proposed that the members of the organization “give silent consent” to a ministerial decision on this issue: if no one objects to the dissolution of the Minsk Group by September 1, the decision will be considered adopted. “It should be taken into account that the implementation of administrative and financial measures related to the implementation of this decision will take several months. The OSCE plans to complete them no later than December of this year. After that, all three structures responsible for facilitating the settlement of the Nagorno-Karabakh conflict should cease to exist,” the Russian Permanent Representative said.
