Tigran Abrahamyan, secretary of the “I Have the Honor” faction of the National Assembly, wrote:
“The Ministry of Defense claims that the previous status of the colonel’s office in the army created the problem of dual subordination: to the army and to the throne, and that’s why they took this path.
First, let me point out that this “decision” has a domestic political basis, and with this step, the institution of colonels in the army has collapsed. The actual number of colonels has decreased by approximately 80-90% as a result of this decision.
Second, when Papikyan speaks of the inadmissibility of dual subordination, I wonder what awaits the military counterintelligence service of the National Security Service, which is one of the institutions operating within the army and reports not to the Ministry of Defense, but to the National Security Service.”
