Armenia and Azerbaijan are sovereign states, and therefore they have every right to build relations with any country, including the United States. This is how Russian presidential press secretary Dmitry Peskov commented on US Vice President John D. Vance’s visit to the South Caucasus and the three countries’ announcements of large-scale joint programs.
“These are sovereign states, and they have a sovereign right to build their relations with other countries,” the Kremlin press secretary emphasized.
