The news of the day can make us forget even the most important dates. But we have no right to forget October 6, 2022. On that day, a process began in Prague, the political consequence of which a year later became the depopulation of Artsakh and the establishment of Azerbaijan's control. In Prague, the Armenian government agreed to make the Alma-Ata Declaration the basis for the demarcation between Armenia and Azerbaijan, with the recognition of mutual territorial integrity and sovereignty. Artsakh was not included in Prague's official statement. Although the Armenian government at that time still declared that the rights and security of the people of Artsakh were important, in the subsequent political process Alma-Ata became a new rationale, and the issue of the status of Artsakh was gradually pushed out of Armenia. from the center of negotiations between the country and Azerbaijan. The sequence of events is telling. The foundation was laid in Prague, it received a political formulation with Alma-Ata, the Artsakh issue was pushed out of the negotiation agenda, and in September 2023, Azerbaijan put an end to that process by military force. This sequence shows that what happened after Prague was not a series of random or situational decisions. The Armenian government gradually changed its political position regarding the Artsakh issue, adopting a new negotiation logic, the center of which was the mutual recognition of the territorial integrity of Armenia and Azerbaijan. In September 2023, the Armenian government was already reaffirming the Prague agreements and the mutual recognition of the territorial integrity of Armenia and Azerbaijan. After that, Azerbaijan ended the process with military force, the political prerequisites of which were formed in the previous stage. In the future, Pashinyan will talk a lot, justify himself, as they like to say, become independent, and try to present what happened as inevitable, claiming that Artsakh was "a noose thrown around our neck" or that it was surrendered back in 1991, or that "Artsakh surrendered "We will keep Armenia." But, in fact, political responsibility does not disappear by retroactively rewriting history. Basically, Azerbaijan started the war, but the RA government was primarily responsible for the formation of the political field under which the Artsakh issue was pushed out of Armenia's negotiation agenda. Therefore, October 6, 2022 should be considered not as another negotiation meeting, but as a political turning point. It was on this day that Artsakh was not physically surrendered, but its political surrender actually began. Therefore, the main question today is not only why we lost Artsakh, but who and with what political decisions created the way, at the end of which Artsakh was no longer on Armenia's negotiation agenda. The first clear political junction on that road was Prague on October 6, 2022.
