At the annual session of the Parliamentary Assembly of the Council of Europe (PACE) in Strasbourg, Arusyak Julhakyan, a member of the RA NA delegation to the PACE, gave a speech. "Thank you, Madam President, Dear colleagues, First of all, I would like to express my thanks and appreciation to the PACE observation mission and Mr. Damien Cottier for the work done and the report presented. We take note of the main recommendations presented in the report and will certainly work towards their implementation. The main conclusion of the PACE observation mission is as follows. During the parliamentary elections in Armenia, voters had the opportunity to make a real choice between political alternatives within the framework of a properly organized electoral process, despite direct external pressures. The newly elected authorities have received a democratic mandate, which must be respected and implemented responsibly. Colleagues, the parliamentary elections of June 7, 2026 will remain one of the most significant democratic processes in the recent history of the Republic of Armenia. The particular importance of these elections was determined by the context in which they were held. These elections were about peace, independence and sovereignty of Armenia, democratic security and resilience of Armenia. And precisely because of the importance of these issues, they became the target of foreign intervention, which the PACE observation mission described as unprecedented in its scale and intensity in the member states of the Council of Europe. The monitoring mission documented numerous manifestations of direct external pressure during the pre-election period, including economic restrictions, diplomatic threats, and information campaigns aimed at improperly influencing � on the will of the voters in favor of the opposition. Restrictions were imposed on the export of Armenian goods, threats were made regarding energy supplies, hostile political messages and coordinated information campaigns were carried out. These actions went much further than the usual political comments. They were attempts to influence the sovereign democratic decisions of the Armenian people. However, the most important conclusion of the observation mission is that these efforts could not predetermine the outcome of the elections. The people of Armenia showed democratic resistance, facing unprecedented external pressures. The main response to foreign intervention was not confrontation. It was participation. Citizens went to polling stations. The members of the election commissions performed their duties professionally. Local observers monitored the process. Civil society organizations continued their activities. Journalists continued to do their work. International observers ensured transparency and oversight. Together, they ensured that decisions about Armenia's future were made by the citizens of Armenia, not by external actors. Colleagues, The main message of June 7 is clear. The future of Armenia should be decided by the citizens of Armenia, not by external pressures, threats or interventions. The Armenian people have shown that democratic choice continues to be stronger than coercion and that national sovereignty is best protected through free and democratic elections. Long live Armenia, long live Armenian statehood, long live Armenian democracy and long live the Armenian people. Thank you," said the deputy in his speech.
