According to the minister, trust and transparent communication between the state and citizens are the cornerstones of facing these threats. Arpine Sargsyan emphasized that ensuring internal security is one of the priorities of the state, without which it is impossible to talk about economic growth, development of tourism or strengthening of the country's general resilience. In the context of state-citizen relations, Arpine Sargsyan referred to steps aimed at revaluation of the institution of citizenship. He emphasized that citizenship is a stable connection between the state and a person with mutual rights and duties, so the procedures for granting and terminating it should express the content and significance of this connection. "Citizenship of the Republic of Armenia is a value for us, as a state, and this value should be equally relevant and should be shared by both the citizen and the state. And the renunciation of this value, the termination of citizenship should be a bilateral painful process," the Minister of Internal Affairs noted. Referring to Armenia-European Union relations, Arpine Sargsyan, as Armenia's main negotiator in the process of visa liberalization, considered the process as an opportunity for the development of Armenia's institutional capacities and the country's � possibility of increasing attractiveness. "The action plan, which we received from the EU partners, is about increasing the attractiveness of Armenia. What does this mean and why do I say that it is about increasing the attractiveness of Armenia? Because we are addressing the field of human rights, such an important issue as the formation of institutional mechanisms of legal equality in the Republic of Armenia, and it has naturally reached the point that we should have Legislative structures. We are talking about the security of documents, the introduction of the biometric system in the Republic of Armenia, and it is a key system for ensuring trust in public services and a person's identity. Without this, to imagine that we know our public, have a state population register or can serve the digitalization agenda that the Republic of Armenia has, would be a pure delusion, if such thinking. Arpine Sargsyan expressed confidence that the reforms implemented within the framework of visa liberalization will contribute to creating more favorable conditions for living in Armenia and promoting immigration.
