In the previous four days, on September 15, I made a proposal-announcement. The goal was to form a parliamentary delegation to the National Assembly and leave for Baku. This was reported by Aghvan Vardanyan, deputy of the Armenia faction of the National Assembly. In particular, he noted: "On the same day, I sent an official application to the Speaker of the National Assembly, Ruben Rubinyan. I post it below. Chairman of the RA National Assembly Mr. Ruben Rubinyan Dear Mr. Rubinyan, I propose to form a parliamentary delegation and send it to Baku. I propose to form the delegation in the following proportions: Five deputies from the "Civil Agreement" faction, three deputies from the "Strong Armenia" faction, two deputies from the "Armenia" bloc. The purpose of the delegation's mission: 1. To meet the representatives of the military-political leadership of the Republic of Artsakh and at least the other eleven RA citizens held hostage in Azerbaijan. 2. Get to know their conditions of keeping and health. 3. To receive their verdicts. 4. To meet the human rights defender of Azerbaijan. 5. I suggest trying to meet the ambassadors of the United States, France, and Russia in Azerbaijan. You will take over the leadership of the delegation. Try to use the channel of the Ministry of Foreign Affairs in the matter of organization. In case of impossibility, I suggest to go to Baku in Georgia by car, accompanied by international information. On September 18, I received a short answer from the Speaker of the National Assembly: "It has been taken into consideration." This is all you need to know and take note of this government's trepidation from Azerbaijan."
